6. Conclusion
To reduce or even eliminate competition and share the maximum
benefits are the major cause of the existence of cartel. These cartel
agreements do adversely impact on the free market. To protect the
consumer's benefit and guarantee competition, most countries all over
the world are devoted to combat the anti-competitive activities.
Legislation is one essential approach to fight against monopoly. One
of the aims of competition legislation worldwide is the eradication
and prevention of cartel activities. The design of leniency policy
shows that the developed countries has accumulated ricer and richer
experiences on how fight against the cartel and resume competition. It
is appreciated that China also introduces this policy into its
antimonopoly law. Base on the game theory, the mechanism also has its
own setback. It works through inducing undertakings to be treacherous
to its peers. After weighing the advantages and disadvantages of the
policy, more improvement and development should be done, to enhance
its function to assist detecting cartel.
