South Korea – Real-Name System
South Korea is one of the few to carry out Real-name System on the
Internet. Controversial as it is both inside and outside South Korea,
the government executes it thoroughly and unswervingly since its
implementation in 2002, which makes South Korea one of those having
strong network security. According to the statistic released in
February 2008 by the Ministry of Information and Communication of
South Korea, the population of Internet users over six-year-old in
South Korea has reached 34.82 million, accounting for about 73% of

In March 2003, Real-name System was adopted on websites of nine
government departments in South Korea. So were the other thirteen
departments by the end of 2003. In May 2003, the Ministry of
Information and Communication held a symposium with general managers
from four website tycoons, namely DAUM, Yahoo Korea, NHN and NEWIZ,
determined to promote Internet Real-name System actively. The year of
2005 was a turning point, when many cases concerning cyber-violence
occurred, such as the spread of so-called X-file regarding a number of
superstars on the Internet, and thus caused large-scaled discussion
and introspection all over the country. What's more, the severely
negative impact of cyber-violence turns most opponents into proponents
to Internet Real-name System. On 28 June 2007, provisions for
implementation of Internet Real-name System were promulgated
officially. It stipulates that the thirty five major websites in South
Korea shall, pursuant to stipulations of the Ministry of Information
and Communication, bring Internet Real-name System into effect.[ Xin

the Controversial (in Chinese). China Education Network, 8, p.28] In
accordance with such provisions, netizens in South Korea have to go
through an identification authentication system before publishing
information on these websites, but they only need to write down their
nicknames instead of real names on the Internet, which can protect
their right to privacy on the Internet. Once one's privacy is leaked
out or harmful information is published on the Internet, the spreader
as well as the infringer can be traced immediately. This can diminish
harmful information on the Internet and boost netizens' responsibility
to their behaviors and words on the Internet.
